Study Leave — General Eligibility and Approval
Study leave is granted to a confirmed serving officer for an approved course within or outside Nigeria. It may be with or without pay. Supporting considerations include admission, course duration, relevance to performance and the officer's profession. Recommendations follow the Personnel Management Board/Centralised Personnel Management Board pathway stated in the rule, with ratification by the State Civil Service Commission or similar body.

Courses for which study leave is sought must be directly relevant to the officer's career development and aligned with Public Service needs and priorities. Prior approval of the Ministry of Establishments and Training must be obtained through the Parent MDA before proceeding on study leave for additional qualifications. Further studies pursued without such prior approval will not be recognised for conversion or career-development purposes. An officer unable to complete the course within the approved study-leave period must obtain an extension.
