Transfer of Service
Transfer is permanent release from one scheduled service to another and should, where possible, support recruitment needs. Different authorities determine GL01–06 and GL07+ applications, with specified SPADEV records. Transfer on promotion is not considered except in response to an advertised post. Conditions include prior confirmation, qualifications/experience/career progression under the Schemes of Service, protection of serving officers' promotion prospects, relevant vacancies and the stipulated minimum years in the current grade.

Transfer of Service and Conversion are distinct administrative actions and must be processed separately. Transfer does not automatically confer conversion eligibility. An officer transferred into an MDA must serve in the transferred post, earn one year SPADEV and demonstrate suitability before a conversion application is entertained; an application submitted before the effective date of transfer is not to be considered. Conversion following transfer remains subject to vacancy, personnel budget, SPADEV requirements and Commission approval.
