Routing and Copies of Petitions

Public Service Rules

An officer may address the Head of Government by transmitting the communication unsealed and in triplicate through a channel specified in Rule 100103, requesting prompt forwarding to the Head of Government. Communications to the Head of Government must pass through the appropriate channel so that they can be verified and reported on before reaching the Head of Government; a petition that does not follow the prescribed channels is to be returned to the writer. A petition must pass through the petitioner's immediate superior officer and Permanent Secretary/Head of Extra-Ministerial Department/Agency, who forwards it with comments and recommendations to the appropriate Civil Service Commission or other such body, or the Head of Service, in accordance with administrative instructions. A petition addressed through these channels must be submitted in triplicate, with an advance copy sent directly to the appropriate authority, and one copy retained by the Permanent Secretary/Head of Extra-Ministerial Department/Agency.
