Whistleblowing: Meaning, Protection and Investigation
Officers may raise concerns where they have reasonable suspicion that unlawful conduct, malpractice or criminal negligence is occurring, has occurred or is likely to occur. A whistleblower raises such a concern to higher authority about alleged misconduct in the officer's office or the Service and is not expected to suffer detriment or retribution as a consequence where the allegations are upheld. The relevant Personnel Management Board should investigate the suspicions. An officer who has no reasonable grounds and makes malicious claims of misconduct, malpractice or otherwise is subject to appropriate disciplinary action under the relevant Rules in Chapter 4.
